Resumen:
Tras el balance global de 2023 previsto por el Acuerdo de París, la acción multinivel está tomando fuerza como una de las vías imprescindibles para la implementación del acuerdo. La participación de los entes locales como agentes contribuyentes a este objetivo se ha incrementado en los últimos años hasta llegar a institucionalizarse en la primera Cumbre Climática de Acción Local realizada en el seno de la COP28 de 2023. La COP29 rompe con la tendencia marcada de protagonismo creciente de los gobiernos subnacionales. Así, este ensayo pretende recoger los avances que han realizado los municipios y regiones en el ámbito del multilateralismo internacional inclusivo y analizar las resoluciones aprobadas por la COP29 desde la óptica del municipalismo con el objetivo de señalar vías a transitar y errores a evitar en el camino hacia la COP30.
Abstract:
Following the 2023 global stocktake mandated by the Paris Agreement, multilevel action has emerged as a crucial mechanism for its implementation. The involvement of local entities as key contributors to this objective has grown significantly in recent years, culminating in the institutionalization of the first Local Climate Action Summit at COP28 in 2023. However, COP29 marks a departure from the increasing prominence of subnational governments. This essay aims to gather all the progress made by municipalities and regions in the realm of inclusive international multilateralism, and further analyse the resolutions adopted by COP29 from a municipal perspective with the goal of identifying pathways to pursue and pitfalls to avoid in the lead-up to COP30.
